BASIC FUNCTIONS OF THE POSITION: The HRS is a senior staff member in the EXO and serves as the principal Advisor to the S/EXO on all personnel related matters. S/he serves as a liaison and resource person responsible for providing leadership, advice and technical guidance on all HR-related matters and plays a principal role in planning, developing and implementing all personnel-related activities in support Mission operations. The HR Specialist independently performs a wide range of HR and HR administrative functions including position classification and recruitment and contract administration for all local (CCN) and international (US and TCN) Personal Services Contract (PSC) positions; administration of staff performance management procedures for all CCN, US and TCNPSCs and American USDHs; budgeting for all PSC personnel including salaries and benefits and administrating the Mission’s Awards program. The HR Specialist serves as the subject matter expert on the local labor law, prepares and maintains all periodic and non-recurring reports, serves as the main liaison with the US Embassy regarding HR issues, advises on all personnel disciplinary matters, maintains all personnel records, staffing patterns and serves as a key resource to all Mission staff on all issues related to human capital management. Education: Bachelor’s Degree, or local equivalent, in Human Resources Management, Business Administration, or a closely related field is required. Work experience: A minimum of five to seven years of progressively responsible, job related, professional-level experience in the field of human resources management, business or public administration, and/or contracting is required. At least two years of this experience must be in a supervisory role. Experience in a multicultural and English speaking environment in the private sector, or an international organization is required. Language Proficiency: Level IV (fluent) English and Level IV French language ability is required. The Specialist is required to possess a high degree of proficiency in both written and spoken English and French. This will be evaluated based on the written samples as well as during the interview process.
